Calendar Reform Peace Mission at the United Nations

Public Statement by Dr. Jose Arguelles and
Mrs. Lloydine Arguelles, Coordinators

People's Declaration of Calendar Reform and Moral Referendum
World Summit on Peace and Time
University for Peace, Costa Rica June 22-27, 1999

As the Coordinators of the World Summit on Peace and Time, convened by the World Thirteen Moon Calendar Change Peace Movement, University for Peace, Costa Rica, June 22-27, 1999, we wish to acknowledge the presence of a unique peace mission at the United Nations this week, July 12-16, 1999. The purpose of this mission is to present the findings of the World Summit on Peace and Time to the Secretary-General of the United Nations. The World Summit on Peace and Time was convened in the cause of reforming the current civil calendar, the Gregorian.

The peace and time emissaries to the United Nations include: Mr. Martin Zoller of Bolivia, Mrs. Rosalind Diallo Muhammad of France, Mrs. Tynetta Muhammad of the Nation of Islam, and Mr. Juan Josˇ Reyna of the Coahilteka-Yaqui people.
A parallel mission is currently in Rome with the responsibility of delivering the same findings to His Holiness Pope John Paul II. The four emissaries to the Vatican are: Mr. Vandir Natal Casagrande of Brazil, Mrs. Xilonen Consuelo Garcia Vargas of Mexico, Mrs. Sara Imilmaqui Aguas of the Mapuche people of Chile, and Mr. Valmir Gentil Aguiar also of Brazil.

The authorization of these two special peace missions was an official part of the program of the World Summit on Peace and Time. As representatives of the people of the Earth, these missions were charged with the responsibility of personally presenting the findings of the Summit to the Secretary-General and the Pope. These findings consist of the "Declaration of Calendar Reform and Peoples' Moral Referendum," which contains a set of Seven Articles of Resolution drawn up by the 125 participants from all over the world who gathered last month at the UN-affiliated University for Peace in Costa Rica.

The World Summit on Peace and Time completes the history of Calendar Reform in this century, begun in 1900, with a Conference on the Reform of the Gregorian Calendar, Eisenach, Germany, and included major efforts by the International Chamber of Commerce (1921) and the League of Nations (1933 and 1939). In 1956, the United Nations adjourned debate on Calendar Reform while in 1962, the Vatican II Council issued a Declaration of Calendar Reform, stating that it was unopposed to a new perpetual, civil calendar.

The World Summit on Peace and Time was unprecedented in the history of Calendar Reform because it was convened by the people of the Earth. However, in accord with earlier efforts of the League of Nations, the World Summit Calendar Reform proposes the replacement of the irregular twelve-month Gregorian Calendar established by Pope Gregory XIII, AD 1582, with the even measure of a calendar of thirteen months of 28 days each.

The World Thirteen Moon Calendar Change Peace Movement (NGO) is the name given to the grass roots organization of people worldwide who have adopted the use of the new calendar since 1993. It is referred to as the Calendar of Peace because its implementation is considered the opportunity for a species-wide reform based on natural time and a demilitarized vision of peace, while its intrinsic harmony is regarded as essential for restoring balance with nature.

Whether or not the Secretary-General is available to meet this week with the peace mission, the team of emissaries will leave the Declaration of Calendar Reform at the Office of the Secretary-General on Friday, July 16, 1999. Both the United Nations and the Vatican peace emissaries are on a time-line to complete their missions. The new Calendar of Peace synchronizes with the Gregorian Calendar on July 26. The day before this synchronization date, July 25, is celebrated every year as a Day Out of Time, no day of the week at all, the 365th day of the Thirteen Moon Calendar year. This year there will be countless Day Out of Time celebrations, art festivals and peace events occurring worldwide in honor of the new Calendar of Peace.

The Secretary-General and the Pope are being requested by the World Summit on Peace and Time through its emissaries to cooperate in making a public statement to acknowledge the Calendar Reform by or upon the July 26, 1999, synchronization date.
